How the California cap is calculated
5% + regional CPI (April to April), capped at 10%
Annual increases are capped at 5% plus the percentage change in the cost of living, up to a maximum of 10%, in any 12-month period. The cost-of-living change uses April CPI data from the U.S. Bureau of Labor Statistics for the Los Angeles, Riverside, San Francisco and San Diego areas (March where April is not published), and the April California CPI from the Department of Industrial Relations for all other counties.
